Returning to the US, Phil was an Attorney/Advisor in the Peace Corps' General Counsel's office, went overseas with the Peace Corps as Regional Director in Mindanao, the Philippines, and as Deputy Director in Thailand.

When he returned to the US, he established a private law practice and headed the summer camp, Camp Winnebago, that his late father had owned. He has served on the board of the American Camp Association. Phil has been honored by the American Camp Association, the Ontario Camping Association, the Maine Youth Camping Association, and was the recipient of the 2013 Sargent Shriver Award for Distinguished Humanitarian Service by the National Peace Corps Association.

In 2003, he started WorldCamps, which changed its name to Global Camps Africa in 2007.
